Jack probably sounded so excited because Mr. Kitzel would pop up in the most unexpected places (stores, doctor's offices, railroad stations, etc.).
Unlike Mary, Dennis/Kenny, Phil and Don, who were Jack's co-workers and saw him on a regular basis in the show's plots, Mr. Kitzel was a friend who Jack would only see on occassion...hence the "shock" and "surprised delight" quality of Jack's greeting when he would run into him.
This "popping up unexpectedly in a variety of places" quality could also be applied to Frank Nelson....but of course, Jack was NEVER happy to run into HIM!
