OK, we rented the VHS (the DVD being out), and here's where he is...
(Time taken based on 0:00 at the opening chord under the WB logo) Jack appears in the frame from 0:07:01 to 0:07:18. He is sitting at a table just behind "Sam", who comes into view from the left-hand side of the screen in a pan across the restaurant that then zooms in on Sam. Jack has a cigarette in his right hand, and turns to his right (viewer's left) to speak to another person at the table. He is dressed in a light outfit, which may be a uniform.
The view of Jack is occasionally blocked by people moving between him and the camera. Specifically on the lyric "all my hair is curly", Sam reaches up to touch his head and blocks the view of Jack with his wrist. In the tight shot, Jack is the third figure from the left (from the left is a woman, an older man, Jack, and Sam). Take a look at the attached portrait of Jack from 1942, and it will give you a better visual connection than thinking of Jack in his 1960s TV appearances.
