The '43 show where George and Gracie filled in was remarkable, first of all, because they were then appearing on CBS. Crossing networks was more difficult then than it is now! I believe Jack and George had the same agent, though.
As for the rest of the fill-in shows, I'm not sure I agree with you. They gave Phil Harris a chance to shine, and after the first Welles show, the writers simply wrote the same kind of shows, only with Welles playing Jack's part of straight man.
There are many other programs on which Jack does not appear but is referred to in phone calls or telegrams. The same with Mary. The characters were by then so well-known and so highly developed, the audience laughed on cue even though Jack and Mary weren't in the studio. That's the real tribute to the quality of the writing.
