Haven't seen a birth certificate, but in the 1910 Census, taken in about the middle of the year (after February, for sure) Jack is listed as being 16.

Census takers weren't, and aren't, historians and scholars. They were people happy to be collecting a per diem. Ages often are wrong. Particularly in 1900 when dealing with Meyer Kubelsky and wife, who spoke with thick foreign accents!

There would have been, of course, no reason to alter Jack's age in 1900, but there wouldn't have been a reason to alter it in 1910, either.

I found this, by the way, while trying to verify Bob Hope's age! As it turns out, Hope was born in 1903, just like he's always said.
