You are referring to the use of off-site network announcers for the commercial spots.
As you know, in the earliest programs broadcast from military bases during the war, Don Wilson had to read a disclaimer at the end of the program saying that the products advertised were not in any way endorsed by the War Department.
So the off-site announcers were a way of getting around that issue. No matter the reason, it was a decision made by the sponsor and the advertising agency, not by NBC.
