Who played the race track tout?

I have been listening to some 1944 programs where Jack meets the race track tout, but it is not played by Sheldon Leonard. Anyone know the name of the actor that played the role first?
"Hey, Jackson, does Fred Allen always talk through his nose?"
"Yes, Phil. He's the only comedian who tells 'em and smells 'em at the same time!"
